His early experience in London public libraries prepared him for his major achievement as the first professional librarian of the LSE. But his work there showed that he had vastly outgrown that experience; he introduced some of the best ideas and practices of American librarianship, including a modified Library of Congress classification. His published catalogue, the London bibliography of the social sciences (1931-1934), with its supplements, is indispensable to students in the field. He was lecturer in library organization at UCL from 1919 and published Manual of library organisation
(1935) and The library of the future (1937) which were models for their time.
